(Islamabad, October 25, 2017): Federal Minister for Planning, Development & Reform and Interior Prof. Ahsan Iqbal has expressed satisfaction over the progress of CPEC projects across the country adding that CPEC Long Term Plan would be approved in 7th Joint Cooperation Committee (JCC) meeting scheduled on 21st November. He directed all stakeholders and Provincial Governments to firm-up their projects and explore further options of mutual interest to be taken up in 7th JCC. He was chairing the 51st Progress Review Meeting of CPEC Projects that was attended by high level officials of line ministries, representatives of all provincial governments, FATA, Gilgit Baltistan, Azad Jammu & Kashmir, and officials of Chinese Embassy Islamabad including chargé d'affaires Zhao Lijian.
It is pertinent to highlight that JCC is the apex decision making forum of CPEC Projects that is jointly chaired by Minister for Planning, Development & Reform and Vice Chairman National Development & Reform Commission (NDRC) China.
While reviewing the progress of Special Economic Zones (SEZs), Minister instructed the provinces to complete the feasibility studies of their respective SEZs by first week of November in order to enable tangible outcomes with respect to Industrial Cooperation. He asked the Board of Investment (BoI) to review the feasibility studies so as to resolve any outstanding issue and ensure uniformity in the development pattern. He also advised BoI to undertake reforms for transforming the body into a modern investment agency. Minister expressed satisfaction over the recent visit of Chinese industrial expert group and hoped that their guidance would benefit the provinces and regions.
“The relocation of labor intensive from China would benefit Pakistan to seize opportunities for bolstering local industry and subsequent recreation of millions of jobs”, he added “saying that the relocation of industry from China would create 85 million employment opportunities”.
Minister said that the Chinese side has been emphasized to fast track implementation of Gwadar Projects highlighting that ground breaking of New Gwadar International Airport and Gwadar 300 MW coal fired power plant would be inaugurated soon by the Prime Minister. Besides power plant, electricity transmission and evacuation project for Gwadar is under implementation to facilitate the entire Makran coastal belt. During the meeting, representative Gwadar Development Authority (GDA) briefed about fresh water facility projects informing that more than 55% of work on pipeline installation has been done besides construction of Swad and Shadi Kaur Dam. Minister instructed that all efforts be ensured for accelerating work on 5.0 MGD water desalination plant.
Ahsan Iqbal asked the Ministry of Communications to arrange ground breaking of road projects linking CPEC Western route including Jhand—Kohat Expressway and dualization of Indus Highway from Kohat to Ghambeela. In addition, he stressed on speeding up the process of three road projects including KKH (remaining portion), D.I.Khan to Zhob and Khuzdar to Basima adding that financial agreement be signed during 7th JCC. He further laid emphasis on completing feasibility and other formalities of Gilgit—Shandur—Chitral—Chakdara and Naukundi—Mashkhel—Panjgaur roads coinciding with 7th JCC.
He instructed the Ministry of Railway to streamline work on Mainline One (ML-I) project asking that financial arrangement be finalized at the earliest. Addressing the issue by representative of Sindh Government on Karachi Circular Railway (KCR), Minister instructed the Ministry of Railways that all outstanding matters in this regard be resolved within one week.
Referring to the availability of electricity to Gilgit Baltistan, Ahsan Iqbal directed Ministry of Energy (Power Division) that already identified potential power projects for Gilgit Baltistan be expedited for approval of 7th JCC.
The Minister said that 7th JCC meeting would further deepen mutual cooperation between the two countries under the framework of CPEC and would pave a clear way for Pakistan to enter the phase of Industrial Cooperation.

وفاقی وزیر برائے داخلہ اور منصوبہ بندی، ترقی و اصلاحات احسن اقبال نے چین پاکستان اقتصادی راہداری منصوبوں پر جاری پیش رفت کے حوالے سے اطمینان کا اظہار کرتے ہوئے کہا ہے کہ 21نومبر کو ہونے والی ساتویں جائنٹ کو آپریشن کمیٹی (جے سی سی ) کے موقع پر سی پیک لانگ ٹرم پلان کی منظوری دی جائے گی، وفاقی وزیر نے تمام سٹیک ہولڈرز و صوبائی حکومتوں کو ہدایت کی کہ ساتویں جے سی سی کیلئے منصوبوں کو حتمی شکل دی جائے۔انہوں نے ان خیالات کا اظہار پلاننگ کمیشن اسلام آباد میں سی پیک کے اکیاون ویں پراگریس ریویو اجلاس سے خطاب کے دوران کیا، اجلاس میں وفاقی وزراتوں و صوبائی محکموں و چینی سفارتخانے کے اعلیٰ حکام نے شرکت کی، اجلاس کے دوران خصوصی اقتصادی زونز پر پیش رفت کا جائزہ لیا گیا، احسن اقبال نے تمام صوبوں کو اقتصادی زونز کی فیزبیلٹی نومبر کے پہلے ہفتے تک مکمل کرنے پر زور دیتے ہوئے بورڈ آف انوسٹمنٹ کو فوری طور پر اس ضمن میں تمام تر معاملات حل کرنے کی ہدایت کی تاکہ ان زونز کو یکساں طرز پر قائم کرنے کی کوشش کی جائے، انہوں نے بورڈ آف انوسٹمنٹ کو جدید خطوط پر استوار کرنے کیلئے ایک ہفتے کے اند ر جامع رپورٹ پیش کرنے کی بھی ہدایت کی۔ وفاقی وزیر نے صنعتی تعاون کے شعبے میں چینی ماہرین کے دورے پر اطمینان کا اظہار کرتے ہوئے کہا کہ ان ماہرین کی راہنمائی سےپاکستان کے تمام صوبوں کو استفادے کا موقع ملا ہے اور یہی تعاون مستقبل میں صنعتی زونز کو کامیاب بنانے میں مددگار ثابت ہوگا ، انہوں نے مزید کہا کہ چین سے باہر جانے والی صنعتوں کی پاکستان میں منتقلی سے جہاں لاکھوں کی تعداد میں روزگار کے مواقع پیدا ہوں گے وہاں پاکستان کی مقامی صنعتوں کو استحکام حاصل ہوگا۔وفاقی وزیر احسن اقبال نے گوادر میں جاری منصوبوں پر کام تیز کرنے کی ہدایت کرتے ہوئے کہا کہ گوادر میں نئے ائر پورٹ و 300میگا واٹ پلانٹ پر رواں سال تعمیراتی کام کا آغاز ہوجائے گا، ترقیاتی منصوبوں کی تکمیل سے گوادر جدید پورٹ سٹی میں تبدیل ہوکر رہے گا، وفاقی وزیر نے وزارت توانائی کو ہدایت کی کہ گوادر پاور پلانٹ کیساتھ ساتھ ٹرانسمیشن لائن منصوبے پر بھی کام تیز کیا جائے، اس منصوبے کی تکمیل سے مکران ڈویژن کے تمام ساحلی علاقے مستقفید ہوسکیں گے، اس موقع پر گوادر ڈیویلپمنٹ اتھارٹی نے پینے کیلئے صاف پانی کے منصوبے کے حوالے سے بریفنگ دی، انہوں نے بتایا کہ وفاقی حکومت کی مالی مدد کے باعث گوادر میں سود اور شادی کور ڈیم کے منصوبے مکمل کئے جا چکے ہیں جبکہ یہاں سے سپلائی لائینز کی تعمیر پر بھی 55فیصد کام مکمل کیا جاچکا ہے، وفاقی وزیراحسن اقبال نے ان منصوبوں کیساتھ ساتھ گوادرمیں 5ایم ڈی جی واٹر ڈی سیلینیشن پلانٹ کی فوری تنصیب پر کام تیز کرنےپر زور دیا، احسن اقبا ل نے وزارت مواصلات کو خیبر پختون خوا میں مغربی روٹ کے دو لنک روڈ کوہاٹ جھنڈ اور کوہاٹ سے گمبیلا تک انڈس ہائی وے کو دو رویہ کرنے کے منصوبوں کی سنگ بنیاد رکھنے کیلئے فوری اقدامات یقینی بنانے کی ہدایت کی۔مزید براں وفاقی وزیر نے سی پیک کے تین نئے منصوبوں قراقرم ہائی وے (بقیہ حصہ)، ڈیرہ اسماعیل خان ژوب اور خضدار بسیمہ کے مالی معاہدوں پر ساتویں جے سی سی کے موقع پر دستخط یقینی بنانے پر زور دیا، وفاقی وزیر نے گلگت، شندور، چترال تا چکدرہ اور نوکنڈی ماش خیل پنجگور روڈ منصوبوں پر بھی کام تیز کرنے کی ہدایت کی۔ ریلوے اپ گریڈیشن پراجیکٹ یعنی ایم ایل ون منصوبے کی مالی معاونت کو حتمی شکل دینے کی ہدایت کرتے ہوئے وفاقی وزیر احسن اقبال نے کہا کہ کراچی سرکلر ریلوے کے تمام تر معاملات کو ایک ہفتے کے اندر حل کئے جائیں۔اس موقع پر وفاقی وزیر نے وزارت توانائی کو گلگت بلتستان کے دو منصوبوں کو جے سی سی سے منظوری کیلئے پیش کرنے کی بھی ہدایت کی۔
