Islamabad, April 05, 2017: Federal Minister for Planning, Development and Reform (PD&R), Ahsan Iqbal has said that obtaining export led sustainable growth is our top priority where relocation of Chinese enterprises and revival of Pakistan’s industries can serve the interest of the two nations. 

“Pakistan could fully utilize the huge opportunity of a trillion dollars Chinese’ import to boost Pakistan’s export” said Minister Ahsan Iqbal on Wednesday while meeting Professor Justin Yifu Lin, a distinguished Chinese Economist, a Counselor at the influential State Council of China and former Senior Vice President of World Bank at Planning Commission.

 The meeting was attended by senior officials from Ministry of Planning, Development & Reforms and other line ministries.

Ahsan Iqbal said that the relocation of Chinese firms under the umbrella of CPEC industrial cooperation will boost Pakistan’s economy and will create huge employment opportunities.

Federal Minister said Pakistan has a long history of political and strategic relations with China. “However, CPEC has brought a paradigm shift and set a new dimension of cooperation between the two nations, paving way for economic and trade ties for the first time that led to huge investment and industrial cooperation”.

China has emerged as a top country in respect of foreign direct investment in Pakistan just in two years, he added. He hoped that the bilateral ties would further enhance to new heights.

Ahsan Iqbal said that CPEC has to pass through different phases aligned with the vision of the Sino-Pak leadership. “Both the countries have to formulate policies regarding education and transfer of knowledge to achieve the shared vision”.

Minister stressed to remove the Language barrier being faced by the industrialists and trade circle.

Ahsan Iqbal emphasised the need for formulation of joint strategy to share knowledge and experiences. “A Center for Excellence under PIDE has been established to conduct research on different thematic areas of CPEC and ensure benefits from Chinese knowledge and expertise”.

Highlighting the 9 industrial zones approved in CPEC 6th Joint Cooperation Committee last year, Minister hoped that the economic zones will prove as a milestone. Relocation of Chinese enterprises and revival of Pakistan’s industries in the pretext of CPEC could protect interest of the two nations, he added. “It will bring knowledge, expertise and new technology, assisting Pakistan to achieve its export laden growth and emerge as a new trade hub”.

Minister also said that Pakistan, for the first time, opted for export focused policy to alleviate trade imbalance, increase productivity and ensure value addition. “Such steps could lead to a sustainable export driven growth” he added.

Ahsan Iqbal said that Pakistan could fully utilize the huge opportunity of a trillion dollars Chinese import to boost Pakistan’s export. “Pakistan could supply raw materials to Chinese industries on a much competitive price”.

On this occasion, Professor Justin has said that CPEC, a Pak-China joint initiative, has set a platform for a rapid growth and sustainable inclusive development in Pakistan. The economic corridor had opened new windows for bilateral trade and now a number of Chinese companies are ready to invest here. “The export focused industrialization would be a real success in Sino-Pak relation” he hoped.

وفاقی وزیر برائے منصوبہ بندی، ترقی و اصلاحات احسن اقبال نے کہا ہے کہ برآمدات پر مبنی پائیدار شرح نمو کا حصول ہماری ترجیحات میں شامل ہے،  چینی صنعتوں کی پاکستان منتقلی اور پاکستانی صنعتوں کا احیاء دونوں ممالک کے مفاد میں ہے، چین کی ایک ٹریلین ڈالر درآمدات میں اپنا حصہ بڑھانے کے لئے بے شمار مواقع میسرہیں جس سے  پاکستان بھرپور فائدہ اٹھانا چاہتا ہے،  ان خیالات کا اظہار انہوں نے ایڈوائزر ٹو سٹیٹ کونسل چائنہ و سابق سینئر نائب صدر ورلڈ بنک پروفیسرجسٹن یی فو لن سے ملاقات کے دوران کیا، ملاقات میں وزارت منصوبہ بندی و دیگر وفاقی  وزارتوں کے اعلیٰ حکام  نے شرکت کی، وفاقی وزیر احسن اقبال  کا کہنا تھا کہ سی پیک کے تحت چینی صنعتوں کی یہاں منتقلی پاکستانی معیشت میں استحکام کا باعث بنے گی اور اس عمل کے نتیجے میں ملازمتوں کے نئے مواقع پیدا ہونگے۔ وفاقی وزیر نے کہا کہ ماضی میں چین اور پاکستان کے مابین تعاون سفارتی، تزویراتی اور دفاعی امور تک محدود رہا، مگر اقتصادی راہداری نے چین اور پاکستان کے مابین تعاون کو نئی جہت دی، دونوں ممالک  کےمابین اقتصادی، تجارتی، سرمایہ کاری اور صنعتی تعلقات کا آغاز ہوا، جس کی بدولت چین پاکستان میں سرمایہ کاری کرنے والے ممالک میں سرفہرست ملک کے طور پر ابھرکے سامنے آیا، انہوں نے کہا کہ مستقبل میں پاک چین دوستی منازل طے کرکے نئی بلندیوں تک جا پہنچے گی، اقتصادی راہداری منصوبے کو چین اور پاکستان کی قیادتوں کے وژن کے مطابق حقیقی منزل تک پہنچانے کے لئے ابھی بہت سے مراحل سے گزرنا ہے، انہوں نے زور دے کر کہا کہ حقیقی وژن کی تکمیل کے لئے دونوں ممالک کو تعلیم اور معلومات کے تبادلے پر جامع حکمت عملی اختیار کرنے کی ضرورت ہے،دونوں ممالک کے صنعتی و تجارتی حلقوں میں زبان کی وجہ سے درپیش مشکلات پر قابو پانے کی بھی  ضرورت ہے، لہذا مختلف شعبوں میں ایک دوسرے کے تجربات سے استفادہ کرنے کے لئے اداروں کی سطح پر مشترکہ حکمت عملی اختیار کی جارہی ہے ، احسن اقبال نے اس موقع پر بتایا کہ اقتصادی راہداری بارے تحقیق، تجربے اور مہارت سے استفادہ کرنے کے لئے پائیڈ کے تحت سینٹر آف ایکسیلینس قائم کیا گیا ہے، جو چینی اداروں کے ساتھ مل کر ریسرچ  اور معلومات کے تبادلے کیلئے کام کرے گا، ملک میں سی پیک کے تحت قائم کئے جانے والے صنعتی زونز کے حوالے سے وفاقی وزیر نے اس امید کا  اظہار کیا کہ چھٹی جے سی سی میں منظور کردہ ۹ صنعتی زونز سنگ میل ثابت ہونگے، انہوں نے مزید کہا کہ چینی صنعتوں کی پاکستان منتقلی اور پاکستانی صنعتوں کا احیاء دونوں ممالک کے مفاد میں ہے،اس عمل سے پاکستان میں تجربہ آئے گا، پاکستان پیداوار کا مرکز بن کر ابھرے گا اور برآمدی صلاحیت بڑھے گی،  وفاقی وزیر احسن کا یہ بھی کہنا تھا کہ تجارتی عدم توازن کے خاتمے کے لئے درآمدات سے برآمدات کی جانب سفر طے کرنے کی حکمت عملی طے کی جا رہی ہے، پیداواری صلاحیت کے حصول کے ساتھ ساتھ معیار اور جدت پر بھی توجہ دینے کی ضرورت ہے، اس پالیسی کی وجہ  سےبرآمدات پر مبنی پائیدار شرح نموکا حصول ممکن ہوسکے گا، احسن اقبال کا کہنا تھا کہ چین کی ایک ٹریلین ڈالر درآمدات میں اپنا حصہ بڑھانے کے لئے پاکستان کو بے شمار مواقع میسرہیں، پاکستان ان مواقع سے بھرپور فائدہ اٹھانا چاہتا ہے،اس ضمن میں  پاکستان چین کی مختلف صنعتوں کے لئے بہترین اور معیاری خام مال برآمد کرسکتا ہے، اس موقع پر چینی پروفیسرجسٹن یی فو لن کا کہنا تھا کہ سی پیک کی صورت میں جاری پاک چین مشترکہ کوشش پاکستان میں تیز رفتار ترقی اور دیرپا و مستحکم معاشی تبدیلی کیلئے راہ ہموار کریں گی، اقتصادی راہداری سے دونوں ممالک کے درمیان اقتصادی تعاون کے نئے راستے کھلے ہیں،یہی وجہ ہے کہ آج چین کی متعدد کمپنیاں سی پیک کے تحت پاکستان میں سرمایہ کاری کیلئے تیار ہیں، پروفیسر جسٹن نے  کہا کہ بر آمدات بڑھانے کیلئے صنعتکاری پاک چین تعاون کی حقیقی کامیابی ہوگی۔
